Developing a comprehensive and unified assessment system for environmental protection

The Ministry of Natural Resources and Environment has issued Decision No. 383/QD-BTNMT, establishing a comprehensive set of indicators to assess environmental protection efforts in provinces and centrally governed cities.

This assessment framework consists of three main components: 1- Evaluation of state management efforts in environmental protection; 2 - Assessment of environmental protection performance, including ecosystem vitality and climate system preservation; 3 - Measurement of public satisfaction with the quality of the living environment.

To evaluate state management efforts, the Ministry requires an assessment of resource allocation for environmental protection at the local level. 

The criteria and indicators for assessing environmental protection performance cover key aspects such as air, water, and soil quality, ecosystem vitality, and forest protection and development. 

Meanwhile, public satisfaction is gauged based on perceptions of air and water quality, soil conditions, natural landscapes, and biodiversity.

 

The evaluation process involves calculating scores for each component indicator, which are then aggregated to determine the Provincial Environmental Protection Index (PEPI). This index serves as a standardized measure of local environmental protection performance.

The assessment is conducted annually, ensuring a consistent and systematic approach to monitoring and evaluating environmental protection outcomes. This process contributes to the formation of a synchronized and unified environmental monitoring system, supporting more effective state management of environmental protection.
