On the sidelines of COP29, Mr. Pham Van Tan, Deputy Director General of the Department of Climate Change under Viet Nam's Ministry of Natural Resources and Environment and Deputy Head of Viet Nam's Negotiation Delegation at COP29 held a working session with Ms. Anne Hammill, Vice President of the International Institute for Sustainable Development (IISD).
During the meeting, Mr. Tan provided updates on Vietnam's progress in revising its National Adaptation Plan (NAP) and its third Nationally Determined Contribution (NDC) 3.0.
He outlined several potential areas for collaboration, including: Developing strategies to mobilize private sector resources for implementing NAP and NDC; Enhancing the monitoring and evaluation system for climate change adaptation actions; Assessing biodiversity co-benefits within the implementation of NAP and NDC; Establishing and operating a carbon market.
Viet Nam expressed interest in learning from international experiences in creating and refining a national monitoring and evaluation framework for climate change adaptation. The updated NDC 3.0 will also incorporate expanded content on biodiversity and co-benefits for stakeholders in the adaptation component.
Regarding the carbon market, Viet Nam aims to launch its domestic carbon market by 2028, with plans to integrate it into international markets later. A pilot phase from 2025 to 2027 will include allocating greenhouse gas emission quotas for major emitting sectors and trial operations of the market.
Ms. Anne Hammill praised Viet Nam's swift implementation of its climate adaptation commitments. She announced that the first Global NAP Assessment Report is expected to be released in late December 2024. She also reaffirmed IISD's commitment to supporting Viet Nam in advancing its climate adaptation initiatives and establishing a carbon market.
IISD is currently initiating a new project on carbon footprints in Asia, with planned activities in Viet Nam, Indonesia, and the Philippines. IISD proposed collaborating with the Department of Climate Change to organize an international workshop to consult on feasible actions that could be implemented in Viet Nam.
