The Government has issued Decision No. 1422/QĐ-TTg dated November 19, 2024, on the National Climate Change Adaptation Plan for 2021–2030, with a vision to 2050 (updated). The plan aims to enhance the resilience and adaptive capacity of natural, economic, and social systems, ensuring sustainable livelihoods and improving the capacity and awareness to adjust to climate changes proactively.
Two Implementation Phases
From now to 2030, the Government's plan focuses on developing and improving institutions, policies, and laws for climate change adaptation. It also aims to integrate climate change response measures into national strategies and planning.
During this phase, Viet Nam will replicate climate-resilient agricultural intercropping models, adjust cropping seasons and structures, and promote climate-resilient crop varieties, livestock breeds, and aquaculture practices to address climate change and saltwater intrusion.
In the next phase, from 2030 onward, Viet Nam will further strengthen the climate change adaptation capacity of communities, technical infrastructure, and natural systems to safeguard and improve quality of life. This includes ensuring food, energy, and water security, promoting gender equality, enhancing social welfare and public health, protecting natural resources, and fostering sustainable national development in the face of climate change and disaster risks.
Periodic Evaluation Every 5 Years
The Prime Minister has tasked the Ministry of Natural Resources and Environment with leading and coordinating with relevant ministries, sectors, and provincial-level People's Committees to monitor and accelerate the implementation of the Climate Change Adaptation Plan. A periodic evaluation will be conducted every 5 years to review the implementation progress.
The Ministry of Planning and Investment is responsible for reviewing and compiling investment projects into medium-term public investment plans for each phase based on project proposals from ministries, central agencies, and local authorities. These plans will be submitted for approval by the Public Investment Law and its implementing regulations.
The Ministry of Finance will work with the Ministry of Natural Resources and Environment and other central agencies to allocate annual funding from the central government budget to implement the plan's tasks.
Relevant ministries, governmental agencies, and provincial-level People's Committees must allocate resources and proactively implement the tasks outlined in the plan, ensuring both progress and quality.
Three Key Focus Areas
To achieve the goals set out in the plan, the Government has identified three key focus areas:
Enhancing Resilience and Adaptation Capacity: The primary focus is improving the resilience and adaptive capacity of natural, economic, and social systems to ensure sustainable livelihoods. This includes investing in climate adaptation activities to use resources efficiently and prevent resource degradation and depletion; developing climate-smart agriculture; protecting and expanding forests and ecosystems; developing infrastructure systems; strengthening healthcare systems and public health services; and ensuring social welfare and gender equality.
Disaster Risk Reduction and Damage Mitigation: Viet Nam will prioritize reducing disaster risks and mitigating damages caused by increasing natural disasters and extreme climate events. Key measures include enhancing disaster forecasting and early warning systems for extreme weather conditions, improving climate risk assessment and management, and implementing solutions to minimize short-, medium-, and long-term climate change impacts.
Institutional Development and Resource Mobilization: Viet Nam aims to improve governance and utilize potential and resources effectively for climate change adaptation. Efforts include enhancing state management on climate change, finalizing institutions and policies, and integrating climate adaptation into strategies and planning. The country will promote co-benefit climate adaptation activities, increase community awareness and participation through communication and training, strengthen scientific research and technological development, and mobilize financial resources, investments, and international cooperation for climate change response.
