In March 9, the United Nations Development Program (UNDP) in Viet Nam, the Center for the Promotion of Education and Empowerment of Women (CEPEW) jointly organized the Symposium "Second-round assessment of public declare information on district-level land use plans and provincial-level land price lists on the electronic environment in 2022”.
According to the report on research results on the disclosure of information on district-level land use plans and provincial-level land price lists in the electronic environment in 2022, published at the Symposium, compared with the results of reviewing the public land information on the portals of provincial and district governments in 2021, the review results in 2022 show an improvement in the disclosure of information about district and provincial land use plans and land price lists and the extent to which local authorities respond to citizens' requests for information. However, the disclosure of these contents has not changed much between the two assessments, local authorities need to improve more in performing the task of disclosing land information in the electronic environment.
On the basis of the research results, the research team recommends, the necessity of developing, perfecting and synchronizing legal provisions and policies related to land information disclosure between the Law on Access to Information and Land Law. Along with that, relevant agencies at the provincial and district levels fully implement the disclosure of land information in the online environment in addition to the direct environment.
Good practice in many countries shows that where land information is shared openly and transparently, and people have the opportunity to comment on draft master plans, land use plans, price lists, etc. land, that place better controls the risk of land-related corruption, reduces land-related frustrations...
The second round of research was carried out from October 2022 to February 2023 through the review of the official portals of 63 provinces and cities and 705 districts, towns and cities nationwide.
This research activity is part of a series of annual validation studies on the implementation of land information disclosure in Viet Nam by local authorities from 2021 to present. The Australian Department of Foreign Affairs and Trade (DFAT), the Embassy of Ireland and UNDP in Viet Nam jointly funded this study through the UNDP Provincial Governance and Public Administration Performance Index (PAPI) research. in Viet Nam.
The level of land information disclosure of the provincial and district authorities is assessed based on 5 criteria including: Information disclosure; the ability to find information; timeliness of information; completeness of information (for district land use planning and district land use plan); the ability to use information (easy to read, understand and read with commonly used software).
