The Ministry of Natural Resources and Environment is completing the document on the National Maritime Spatial Planning for the period 2021 - 2030, with a vision to 2050 towards synchronization between national planning, sectoral and local planning for marine space development. Planning not only helps preserve the marine ecosystem but also creates motivation for economic development from marine resources.
Effectively conserve marine ecosystems
National maritime spatial planning is an important tool to concretize the "National Master Plan" and create a basis for managing resource exploitation and use activities, protecting the environment, and conserving marine ecosystem effectively; contributing to the formation of strong marine economic sectors, creating more livelihoods for people; ensure national defense and security, maintain sovereignty, sovereign rights and national jurisdiction at sea.
The Ministry of Natural Resources and Environment said that the main idea throughout the Plan is to ensure harmony between socio-economic development, national defense and security and the preservation of natural, ecological and diversity values of biology, natural wonders, environmental protection and promotion of cultural and social values, historical traditions and marine cultural identity.
Maritime spatial planning aims to have all of Viet Nam's sea areas effectively managed and used sustainably in space by 2050, meeting the requirements of socio-economic development, national defense and security, consistent with natural, socio-economic conditions, resilience, environmental carrying capacity, marine and island ecosystems and accomplishing the goal of making Viet Nam a rich and strong maritime country.
At the same time, the Plan will concretize the main goals, contents and solutions of the Strategy for sustainable development of Viet Nam's marine economy to 2030, with a vision to 2045, in accordance with the policies and orientations of the Party, relevant national planning and the Strategy for sustainable exploitation and use of resources and protection of the marine and island environment until 2030, with a vision to 2050.
In addition, the Plan ensures the effective and sustainable exploitation and use of coastal resources within the resilience and recovery capacity of the ecosystem and the environmental load to promote the development of marine economic sectors in a green, circular and modern direction, creating a driving force for the country's economic development.
Forming marine economic sectors
Viet Nam currently has 28 coastal provinces and cities. In these coastal localities, the sustainable exploitation and use of marine resources have been shown by many localities in development plans for the period 2021 - 2030, with a vision to 2050.
Ha Tinh is one of the first two provinces in the country to have the Prime Minister approve the Provincial Planning for the period 2021 - 2030, with a vision to 2050. Accordingly, by 2030, Ha Tinh aims to develop rapidly and sustainable marine economic sectors and coastal areas, especially key marine economic sectors in order of priority: tourism and marine services; maritime economics; exploiting marine mineral resources; aquaculture and exploitation of seafood; coastal industry; renewable energy and new marine economic sectors; improve community lives and livelihoods.
The planning of Quang Ninh province for the period 2021 - 2030, vision to 2050 approved by the Prime Minister from February 2023 sets the goal that by 2030, Quang Ninh will be one of the centers of dynamic, comprehensive development; The center of the country's sustainable marine economy with a GDP contribution from the marine economy of 25% based on tourism and service development; Investing in building a deep-water seaport system, world-class cruise ship locks associated with economic development of a chain of economic zones, adjacent coastal and marine urban areas...
Kien Giang province's planning has been approved by the Provincial Planning Appraisal Council and also intends to become the nation's marine economic center in the Western region with the formation of a marine economic zone and a land-oriented sea economic zone. In Bac Lieu, Standing Vice Chairman of the Provincial People's Committee Le Tan Can affirmed that the sea and coastal areas are places with a lot of potential and advantages associated with important industries: renewable energy production; farming, fishing, and protecting aquatic resources associated with processing and export. The province will continue to review and consider major issues and directions in economic development in general and the marine economy in particular to ensure unity, synchronization and effectiveness of planning.
