According to the project plan, the People's Committee of Binh Dinh province and the Rhin-Meuse River Basin Water Management Agency of the French Republic will sign an agreement to implement the Integrated Water Resources Management (IWRM) project in the Kon River Basin.
In June 2022, the People's Committee of Binh Dinh province and the Rhin-Meuse Committee, along with the Rhin-Meuse River Basin Water Management Agency, signed a framework agreement to promote technical exchange and cooperation among the three parties in integrated water resources management. As part of this collaboration, a pilot project will soon be implemented in the Kon River Basin.
This agreement aims to promote technical exchange and cooperation in integrated water resources management based on reciprocity, mutual benefit, and joint efforts to establish and implement programs, projects, and joint actions in Binh Dinh province. The People's Committee of Binh Dinh and the Rhin-Meuse River Basin Water Management Agency will collaborate through exchanges and participation in implementing and enhancing studies and projects encompassing technical, administrative, financial, and legal aspects of integrated water resources management. This cooperation seeks to foster sustainable development, climate change adaptation, and the achievement of the Sustainable Development Goals outlined in the 2030 Agenda.

Source: Minh Tho.Regarding the cooperation scope, the Rhin-Meuse River Basin Water Management Agency will support Binh Dinh Province in various aspects of water resource management, including: Organizing water management operations and implementing IWRM; Developing and deploying educational materials and monitoring tools to track water quantity and quality; Implementing information systems and water data management platforms, as well as simulation models for basin-wide water resource management, ensuring long-term support for system operation and exploitation; Transferring technology and organizing training programs and workshops; Raising public awareness about water resource protection; Seeking financial mechanisms from international funding agencies to support water monitoring programs, including infrastructure development for water resource tracking and protection.
Based on this framework, both parties have taken concrete actions to implement the cooperation agreement. The Rhin-Meuse River Basin Committee has committed 200,000 euros in funding for Binh Dinh Province to carry out the IWRM project.
