Implementing the Scheme on the establishment of the Ministry of Agriculture and Environment

On the afternoon of February 19, the Conference to implement the Scheme on the establishment of the Ministry of Agriculture and Environment to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference of the 12th tenure "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" (Resolution No. 18 - NQ/TW), was held in Hanoi. Vice Chairman of the National Assembly Le Minh Hoan and Minister of Agriculture and Environment Do Duc Duy chaired the Conference.

Speaking at the Conference, Minister of Agriculture and Environment Do Duc Duy emphasized that one of the first important achievements of the Steering Committee was the XV National Assembly, which voted to pass a Resolution on the organizational structure of the Government for the XV National Assembly term, according to which the Ministry of Agriculture and Environment was established on the basis of merging the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development and receiving additional poverty reduction tasks from the Ministry of Labor, War Invalids and Social Affairs.

Minister Do Duc Duy said that the establishment of the Ministry of Agriculture and Environment, based on the merger of the two ministries of Natural Resources and Environment and Agriculture and Rural Development, is an important step in implementing the administrative reform strategy, towards a streamlined and strong state apparatus. The Minister expressed that this is a great source of pride for the industry. 

According to the Resolution of the National Assembly, the Ministry of Agriculture and Environment and the new ministries will begin operating from March 1, 2025, and from that time on, the ministers will assume their roles according to their assigned tasks.

According to Minister Do Duc Duy, this merger is not simply a change in organizational structure but also an opportunity to restructure and improve the efficiency of both ministries. The merger will help improve the efficiency of environmental protection and agricultural development, two closely related fields. The Ministry of Agriculture and Environment will have a stronger management mechanism, helping to solve environmental problems in agricultural development, from protecting land and water resources to controlling pollution and sustainable development in the agricultural sector.

One of the key points in this merger is the reorganization of the administrative apparatus, including reviewing the subordinate units and optimizing work processes to save resources and improve work efficiency. The Minister emphasized that in this process, the cadres, civil servants and public employees of the two ministries need to be united, unified and highly determined, because this work will directly affect each cadre in each unit.

The reorganization and streamlining of the organizational apparatus is an extremely difficult, sensitive and complicated task. It requires a high level of consensus among cadres, party members, civil servants, public employees and workers, and at the same time, there must be a sacrifice of personal interests for the common interests of the industry and the country. Therefore, Party committees, party organizations, agencies and units need to pay special attention to political and ideological work, enhance responsibility and set an example for cadres and party members, especially the heads of agencies and units.

* At the Conference, leaders of the two Ministries of Natural Resources and Environment and Agriculture and Rural Development expressed their gratitude and recognition of the great contributions of Vice Chairman of the National Assembly Le Minh Hoan to the industry.

Speaking at the conference, Vice Chairman of the National Assembly Le Minh Hoan pointed out the challenges which we are facing, from natural disasters to resource degradation. These not only affect agricultural production but also have a profound impact on people's lives. Therefore, the Vice Chairman of the National Assembly said that we need to realize that environmental protection is not only the responsibility of the agricultural sector, but the mission of all of us. We must find a way to combine production and protection of natural resources.

Vice Chairman of the National Assembly Le Minh Hoan said that we also need to change our thinking about agriculture from a traditional approach to a more modern approach, based on harmony with nature. Agriculture is not just about production but also about environmental protection and sustainable development.

Vice Chairman of the National Assembly Le Minh Hoan believes that if we have high determination, consensus and solidarity, the Vietnamese Agriculture and Environment sector will certainly overcome all difficulties and challenges and develop even more strongly in the future.
